Timeshare ROFR Changing?

I already understood that this is currently a "buyers market", but I just now read that sellers in the resale market have received a little support from the resort developers who are NOT exercising their "first right of refusal". This would allow a resale buyer to purchase at a lower price than in the past. That means there is more motivation for sellers and buyers...if they are indeed backing off this practise.
Has anyone been privy to this experience?
